In 2010, the North Carolina State Bar adopted Model Rules of Professional Conduct Rule 6.1, 志愿公益性公共服务, which states in part: “Every lawyer has a professional responsibility to provide legal services to those unable to pay. Governmental work, including but not limited to District Attorney’s office, U.S. Attorney’s Office, and judicial clerkships, do not count as pro bono work.
